It is clear that the authors of this part of the document simply copied existing texts without making any attempt to understand and process them - not only does the text lack formatting, but the data in the electronic collection itself does not meet many of the conditions mentioned. One of the conditions is that the data must be "registered in the National Directory of Open Data (NKOD) as a direct link to the data file", which the collection did not meet.
Instead, one has to go to the linked data page (which, by the way, is on Benin Mobile Number List a different domain than the electronic collection itself), which is fairly straightforward. This is the most lazy processing, a simple list of file links generated by the web server, the user will have no idea what a given file represents. After all, this is one of the qualities that the authors of the site themselves mention in the opening page above - but they themselves do not provide it. Some would say that JSON-LD will be a richer format than JSON, containing so-called linked data metadata. To some extent this is true, this richness is quite limited.
